Richard L. Lower, 73, Duncansville, died Friday from complications of COPD. He was born in Altoona, son of James E. and Charlotte (Feeney) Lower. Surviving are a daughter, Shay Lower; and a brother, James Lower. He was a veteran of the Vietnam War. There will be no memorial service. Arrangements are by The Good Funeral Home Inc., Alto-Reste Park Cemetery.
